U.S. envoys pause Moscow trip as traders see a Russia-Ukraine meeting unlikely this month

Reuters reported Kremlin aide Yuri Ushakov linked stalled talks to Ukrainian drone attacks; no new trigger for Thursday’s further slide is confirmed.

Expectations fell sharply again Thursday, leaving an October meeting very unlikely; no new trigger for the latest slide has been confirmed.

A diplomatic meeting between Russian and Ukrainian representatives looks very unlikely this month after another sharp drop in expectations on Thursday. The latest slide has no confirmed new trigger. Earlier, Reuters reported that Kremlin aide Yuri Ushakov said Vladimir Putin had told Donald Trump that Ukrainian drone attacks undermined the immediate restart of trilateral talks. Axios reported that U.S. envoys Steve Witkoff and Jared Kushner paused a planned Moscow trip while seeking clarity on whether Ukraine and European governments would support a unified proposal. Those developments pointed to a stalled diplomatic track, but they do not establish what prompted Thursday’s move.

Expectations favored a meeting at the start of October, then began to fall. They dropped sharply on October 8, when prospects for restarting trilateral talks came into doubt, and fell again on October 11 as the envoys’ Moscow trip was put on hold. By October 12, traders had shifted from seeing a meeting as a toss-up to viewing it as unlikely. The latest decline pushes expectations lower still.

The question concerns an in-person diplomatic meeting between authorized Russian and Ukrainian representatives, either directly or through mediators. A remote call would not count. In September, Ukraine’s presidential chief of staff said Kyiv was preparing for negotiations to resume in October. President Volodymyr Zelensky later said Washington had proposed a technical-level meeting involving the United States, Ukraine and Russia by month’s end, potentially in the United Arab Emirates, and that Ukraine was ready. No date or venue has been confirmed. The October 9–10 discussions in Miami involved U.S., Ukrainian and European officials, not Russia.

Across deadlines, traders’ midpoint expectation for a meeting has moved from early November to late November. A meeting by year-end is still favored, while one by October 31 looks very unlikely. No Russia-Ukraine meeting is scheduled in the sources reviewed. A rescheduled Moscow trip, a unified proposal, or a resumed trilateral round could improve the near-term outlook; further strikes or statements ruling out talks could weigh on it.
