U.S. strike on Iran's Qeshm Island leaves a ceasefire through the midterms a long shot

Reports of unannounced U.S. strikes on Iran and Tehran's warning of an "unpredictable" response keep a ceasefire through the midterms a long shot.

Trump said Iran's forces were "decapitated" and Tehran warned of an "unpredictable" military response, amid reports of a series of unannounced U.S. strikes; odds unchanged.

Reports that the U.S. carried out a series of unannounced strikes on Iran in recent weeks have sharpened the picture, with Trump saying Iran's forces were "decapitated" and Tehran warning of an "unpredictable" military response. Traders still see a ceasefire holding through the midterm elections as a long shot.

The Wall Street Journal, citing U.S. officials, reported that the strike on Iran's Qeshm Island on Monday was one of several limited attacks Washington has carried out without announcing them. The Pentagon referred questions to U.S. Central Command. A U.S. official told CNN the Qeshm strike was limited and a "defensive measure" against Iranian surface-to-air missiles. The Associated Press likewise reported defensive U.S. strikes on some Iranian targets in the Strait of Hormuz.

That description matters because of how this outcome is defined. A ceasefire holds only if the U.S. does not launch an air strike or surface-to-surface missile strike that directly hits Iranian land or internal waters. Surface-to-air strikes, minor strikes and unexecuted threats do not count. Whether Qeshm qualifies remains unresolved, and the same question now applies to the earlier strikes the Journal described.

The odds did not move on the latest reports. They collapsed within minutes late Monday, from all but certain for much of the day to a long shot, a turnaround from confidence only hours before. They have stayed there since. Two earlier swings, on Oct. 21 and Oct. 29, each reversed within a day with no reported cause.

The U.S. campaign against Iran began Feb. 28. A ceasefire and a June memorandum later halted large-scale fighting, though intermittent strikes and disputes over Iran's nuclear program, sanctions and the Strait of Hormuz have continued.

Diplomacy continues alongside the strikes. Qatar said on Nov. 3 that both sides were reviewing mediators' proposals for restarting direct talks, without a breakthrough, and Vance was reported to be seeking a negotiated settlement. Trump has said he is in "no rush" to decide on renewed fighting.

What comes next turns on how the Qeshm strike is judged. Resolution will rely on official U.S. and Iranian information and consensus credible reporting. If that reporting treats the strikes as defensive or minor, and no other qualifying strike follows, the ceasefire would be judged to have held, whatever traders now expect.
