Bets on a senior U.S.-Iran meeting before year-end jump to a toss-up

Vice President JD Vance wrote to Iran's security chief seeking to restart talks, Reuters reports, and a senior meeting by year-end remains a toss-up.

Vance's letter to Iran's security chief seeking to restart talks emerged, with Reuters reporting Iran received it but has not responded.

Vice President JD Vance sent a letter on October 28 to Iranian security chief Mohsen Rezaei seeking to restart negotiations between the two countries. President Donald Trump described the outreach as help with medical supplies. Reuters reported on Thursday that Iran had received the letter but had not responded.

Traders still see a senior U.S.-Iran meeting before the end of the year as a toss-up, after a sharp jump on Wednesday evening from unlikely. It is not established that the letter drove that move, and no cause for the jump has been identified.

Expectations had been sliding for most of the previous two weeks. In mid-October a meeting by year-end looked closer to even. Bets then drifted lower, touched their weakest point around Monday, bounced on Tuesday and climbed sharply on Wednesday. A brief spike on October 19, after The New Arab reported that a breakthrough was expected, faded within a day when no meeting was announced.

Even so, traders' central expectation is that no meeting happens by December 31. The earliest date they treat as plausible is early November. A meeting before the end of this month is a long shot, and one by the end of November is unlikely, though more likely than when this story began. A final U.S.-Iran nuclear deal by year-end is not expected.

Regional diplomacy has picked up. Saudi, Pakistani and Turkish officials visited Tehran on October 26, and Qatar's emir met Iran's president in Moscow on October 27 to discuss negotiations and the Strait of Hormuz. Indirect messages and meetings among regional officials alone do not count. The question requires senior representatives from both countries to meet directly, or to be in the same city on the same day with authorized intermediaries.

The backdrop remains tense. Trump has threatened renewed strikes after the November 3 midterm elections. Iranian officials were reported to be seeking Supreme Leader Mojtaba Khamenei's approval of the mediators' ideas in the coming days.

No date or venue for a qualifying meeting has been announced. A public reply from Tehran to Vance's letter, or confirmation of a meeting with senior officials from both sides, would be the clearest sign of real movement. More shuttle diplomacy or statements alone would not meet the bar.
